Vendor Scorecard web application
A utility's procurement team replaced a console program with a web app that shows each supplier's RFB response rate, PO cancellations, on-time delivery and problem-report history, with PDF and CSV export.

The problem
Supplier performance was produced by a console program that only a few people could run. Results were hard to share, slow to repeat for a new period, and difficult to check.
What was built
A web application on ASP.NET (.NET Framework 4.8) with Windows authentication. Staff choose a period and a vendor and get a scorecard: dollars spent, POs awarded, RFB response rate, PO cancellations, on-time and late delivery, short quantities and the vendor's problem reports on file. Every scorecard can be exported to PDF or CSV.
How it was checked
The queries run over the ERP's purchasing tables in Oracle SQL. Each reporting period was tested against independent SQL written separately, and every rate on screen is shown with its count and denominator so anyone can verify it.
How it is released
An Azure DevOps build feeds a five-stage release to IIS, from Dev to Production, with approvals and per-environment configuration. No passwords are kept in source control.
